In recent years, China's new energy industry is developing rapidly, wind power, photovoltaic and other new energy equipment, a large number of applications, the installed capacity of the world's first. With the accelerated upgrading of the industry and equipment replacement, new energy equipment will face a large number of decommissioning issues.
In order to make up for the wind power, photovoltaic industry chain green low-carbon recycling development of the last link, "Opinions" put forward, by 2025, centralised wind farms, photovoltaic power stations, decommissioning equipment handling responsibility mechanism is basically established, decommissioned wind power, photovoltaic equipment recycling standards and norms are further improved, resource recycling of key technologies to make breakthroughs. National Development and Reform Commission responsible person said in an interview that, at present, some of China's power generation enterprises, equipment manufacturers, recycling companies have been actively exploring the decommissioning of wind power, photovoltaic equipment recycling technology and application scenarios, and has accumulated a certain amount of experience. However, decommissioned wind power, photovoltaic equipment recycling work is still in its infancy, decommissioned equipment disposal responsibility is not clear, less specialised recycling enterprises, business model is immature, there is a simple incineration and landfill of waste wind turbine blades, photovoltaic components and other phenomena.
Issued in 2021, the "Carbon Peak Action Programme by 2030" requires "promoting decommissioned power batteries, photovoltaic modules, wind turbine blades and other waste recycling in emerging industries".
The Opinion points out that we should actively build a recycling system for wind power and photovoltaic equipment covering green design, standardised recovery, high-value utilisation, harmless disposal and other aspects.
First, vigorously promote green design. Guiding production and manufacturing enterprises to lightweight, easy to dismantle, easy to transport, easy to recycle as the goal, in the product design and production stage of green design.
The second is to establish and improve the responsibility mechanism for the disposal of decommissioned equipment. Require centralised wind power and photovoltaic power generation enterprises to assume the responsibility of decommissioning equipment disposal in accordance with the law, power generation enterprises will waste recycling and proper disposal as an important element of the wind farm renovation and upgrading projects.
Third, improve the equipment recycling system. Support photovoltaic equipment manufacturing enterprises to establish distributed photovoltaic recycling system. Encourage third-party professional recycling, "one-stop" service mode. Guide wind turbine dismantling for local, nearby, centralised dismantling.
Fourth, strengthen the resource recycling capacity. Encourage recycling enterprises to carry out decommissioning of wind power, photovoltaic equipment dismantling and high-level recycling, and support leading enterprises to accelerate the formation of recycling industrial capacity for complex materials.
Fifth, steadily promote equipment remanufacturing. Actively promote the wind power equipment in high-value parts and photovoltaic inverters and other key components remanufacturing. Explore the application of remanufactured parts in the field of new energy operation and maintenance in a steady and orderly manner.
Sixth, standardise the harmless disposal of solid waste. Increase the decommissioning of wind power, photovoltaic equipment recycling and disposal of the whole process of environmental pollution prevention and control supervision.
